During export seasons, Japanese plant quarantine officials are sent abroad to witness the sterilization treatment and export inspection conducted by the authorities of exporting countries. Another example of preshipment quarantine is that which is applied to Dutch cutflowers and flower bulbs exported in large quantities to Japan. Japanese plant quarantine officials are dispatched to the Netherlands etc. and carry out preclearance inspections to expedite the import plant quarantine procedures.
