For Visitors from abroad
In order to prevent introduction of certain pests which would cause great economic losses to our agricultural production, importation of the host plants and plant products from regulated countries is prohibited by the Plant Protection Law.
Quarantine pests, parasitic plants, soil or plants attached with soil are also prohibited entry into Japan. For some pests and diseases which are technically impossible to detect at the point-of-entry inspection, phytosanitary inspection is required in exporting countries in the field during the growing period of the host plants.
The plants subject to this restriction will NOT be allowed entry if not accompanied with due certification to testify that they have undergone growing site inspection in the exporting country.

Pest distribution differs with countries (regions). A species of pest may be present in one country but not in other countries. Therefore, the same kind of plants may be prohibited from one country but admissible from another country.
You will remind that the plants which are reshipped from or brought by way of the regulated countries are also prohibited entry into Japan.
